Strengthening Wheat Flour Fortification (WFF) in Ladakh

The policy brief documents the programme’s evolution, key achievements, and enabling factors, while outlining recommendations to strengthen quality assurance, monitoring, community awareness, and convergence with health and nutrition programmes. It presents Himachal Pradesh’s experience as a replicable model for institutionalising wheat flour fortification within government food distribution systems and for strengthening nutrition security at scale

Ladakh’s wheat flour fortification program, launched in 2022, addresses severe anaemia with full government funding, high coverage through the PDS, compliant mills, and micronutrient blend of iron, folic acid, vitamin B12.

Key recommendations include local evidence collection, capacity building, quality testing, storage protocols, behavior change communication, multisectoral convergence, and robust monitoring for sustainability.
