GAIN returns to the UNFCCC Conference of Parties (COP) committed to maintaining momentum and building upon the strong foundations established over the last few years.
At COP27 in Egypt, the launch of the Initiative on Climate Action and Nutrition (I-CAN), co-chaired by the Government of Egypt and GAIN, established the essential connections between climate change and nutrition outcomes.
At COP28, the Emirates Declaration on Sustainable Agriculture, Resilient Food Systems, and Climate Action breathed new life into efforts towards food systems transformation. The Technical Cooperation Collaborative was established to support the implementation of the Declaration, with GAIN as one of its eleven founding members.
This COP presents new opportunities. It comes in a ‘triple-COP’ year, with the biodiversity, desertification and climate COPs all taking place within just a couple of months – the so-called Rio Trio. It also coincides with the launch of the G20 Alliance Against Hunger and Poverty under the leadership of the Brazilian Government which will also host COP30 in Belem next year. And it comes at a moment when countries are working hard to update their national strategies and action plans for climate (NDCs, NAPs), biodiversity (NBSAPs), and land degradation and soil health.
Food systems sit at the heart of all these agendas. GAIN recognises that integration, coordination, and coherence are catalysts towards accelerated progress. In Baku, we will highlight the exciting potential of food systems interventions to create multiple co-benefits across climate, nature, health, and socioeconomic outcomes.
Under the formal negotiations, GAIN will primarily track progress on finance (the NCQG), adaptation (GGA), and the food and agriculture track (SSJWA). We will share the key need-to-know information during the COP.
Under the Presidency Action Agenda, all eyes will be on the Food, Agriculture and Water Day (19th November) – although the Heath theme on the 18th November will also capture key themes about nutrition. Various interactions with the COP Presidency throughout the year have helped to shape the Presidency Initiatives and Declarations, so we look forward to the launch Harmonia, as well as the COP-to-COP focus that seeks to maintain momentum from COP27 and carry through to COP30.
While the Government of Azerbaijan takes over the Presidency, follow-up on the Emirates Declaration (together with both the UAE Presidency team and the new Presidency) will also have an important role at this year’s COP. GAIN will share progress on our work towards policy coherence and accelerated action at national level.
Finally, GAIN will participate in events and workshops throughout the fortnight at various venues. See the list below:
