Gloria D. Steele

Chief Operating Officer, CARE USA


Gloria D. Steele currently serves as the Chief Operating Officer of CARE USA, a development and humanitarian non-profit organization dedicated to promoting social justice and fighting poverty and food insecurity around the world.

Prior to joining CARE USA, Ms. Steele served in various senior leadership positions at the U.S. Agency for International Development (USAID). These included serving as the acting Administrator of USAID (January 2021-April 2021) and Senior Deputy Assistant Administrator in the Bureau for Asia and the Pacific (2015-2020), the Bureau for Global Health (2005-2010), and the Bureau for Eastern Europe and Eurasia (2001-2005).  She served also served as USAID’s Mission Director for the Philippines, Mongolia, and the Pacific Islands (2010-2015). 

She started her career at USAID as an agricultural economist at the Bureau for Africa, and managed  applied research projects on food security, land tenure, access to agricultural credit, and natural resource management at the Bureau for Science and Technology.  She served as a Policy Director at Bureau for Policy and Program Coordination, where she led the development of USAID’s first food security policy.

Earlier in her career, Ms. Steele served as a Management Consultant to the Philippines’ Secretary of the Department of Agriculture, and taught Business Economics at Letran Graduate School for Business in Manila.
